Too

Too has two very distinct meanings:

1) Also or as well, as in too many, too much, too few, too soon, etc.
We can do it too.
I want to go too.

2) Excessively, or more than it should be.
This cat is too cute.
The car was too expensive.

To

To has two main functions:

1) To is used as a preposition, for expressing direction, place or position:
We took the train to Stockholm.
I am going to school.

2) To is used in front of the infinitive form of the verb:
To eat, to drink, to play, etc.
To be or not to be, that is the question.
